Leopold II. The missionary would be Henry Morton Stanley, the wilderness would be the Congo, the novel would be Heart of Darkness and the movie would be Apocalypse Now. Not sure what the reference to human rights is, but as a guess the term was probably coined as part of a backlash against the abuses old Leo dished out to the local populations.

It was the novel inspiring a movie clue that did it - once I realised it was HoD/AN the rest fell into place fairly easily. Anyways, here's my villain:
This gem of a guy dabbled in a range of enterprises, including theatre, competitive sport and political lobbying.
Born a twin, no one would accuse this fine fellow of being a gold digger - in fact he made a habit of helping disadvantaged young girls travel away from home in order to find gainful employment.

Another clue (about the same villain):
For twenty five years this chap made a living out of old dead wood, with his business going up in smoke twice during that time.
He was famously portrayed on screen (though his nation of birth was changed) by an actor otherwise best known for his turn as a loveable but shrewd antiques expert.
